It sends out a notification to everyone who has registered for a particular test centre and then the first person to claim the test gets it. I used Testi to get the test but just by sheer luck really. Downloaded it, over a week ago, immediately got Premium and had 0 notifications for my chosen test centre. No matter which settings I have, I don't get the notifications for my area (Folkestone). The method I found to be very useful is every Monday from 6am-8am you should refresh and get one.
